Data as Leverage

How data collection turns ordinary life into leverage for employers, platforms, brokers, and the state.

7:08 AM. Your phone knows you left late

You do not need an interesting life to produce valuable information. You silence the alarm, read two messages, check the weather and leave home eight minutes later than usual. Your phone knows the time, the Wi-Fi network you just left, your usual route and your usual stop. The transport app knows you chose a different bus today. Your watch records a worse night than the one before.

No single fact looks important. That is the perfect alibi. Commercial surveillance rarely depends on a spectacular confession. It joins ordinary signals until it has a statistical person more useful to a company than the real one. It does not need to know why you slept badly. It needs the pattern to help predict what you will do, how much you will pay or when you might accept an offer.

The market calls this personalisation. The word has the warmth of a shopkeeper who remembers your name. Behind it is something less personal: advertising identifiers, SDKs embedded in apps, purchase histories, location records and inferred audiences moving among parties you never consciously chose.

In 2024 and 2025, the US Federal Trade Commission acted against data brokers handling location data precise enough to reveal visits to clinics, places of worship, union offices, military sites and political gatherings. These were not accidental leaks. Selling and segmenting was the product.

9:14 AM. Work measures what it can, not what matters

When the working day begins, another set of systems takes over. A badge logs entry; Teams stores presence; software counts keystrokes, calls, pauses, routes or parcels. The manager no longer needs to look over every shoulder. A dashboard can translate a morning’s work into green, amber or red.

The dashboard feels objective because it contains numbers. Before the number came a decision about which activity counts and which disappears. Helping a colleague, thinking before replying, resolving an exception or calming an angry customer may improve the work while damaging the score. What can be measured displaces what matters because it is easier to administer at a distance.

In September 2025, The Guardian reported that a third of UK businesses used tools to monitor staff activity. Privacy is only part of the dispute. One-sided measurement changes who commands the labour process. The employer sees the whole workforce, compares it, sorts it and changes the target. Each worker sees one screen and tries to guess which behaviour the system will reward tomorrow.

Calling this consent takes imagination. A worker may accept the software or lose the job. The formal freedom to click a button does not balance the material power to set the terms.

2:37 PM. A price for every profile

Away from work, the trails meet again. A shop knows purchases; a platform, searches; a bank, payments; an insurer, risks. A broker offers audiences assembled from the rest. The result need not be a folder bearing your name. It may be a score, a category or a prediction you will never see.

That distinction matters little once the classification acts. Someone can receive a different price, credit offer, interview or inspection without anybody making an explicit accusation. The model optimises an objective chosen by an institution with interests, then reproduces inequalities already present in its data and the market it serves.

Individual consent becomes theatre here. A person “accepts” a long policy to reach a necessary service while the company joins information through contracts that person will never inspect. A button can reject some cookies and provide a feeling of control. It cannot bargain over rent, insurance or employment from an equal position.

Knowledge accumulates in one direction. A platform observes millions and tests changes on groups. Each user sees scarcely more than their own screen. The company learns which interface increases impulse purchases or which obstacle prevents cancellations; the public learns that something feels exhausting. One side has a laboratory. The other has experience.

7:22 PM. The database changes hands

Data collected for one purpose tends to find another. An app is sold, a company fails, a government serves an order, an insurer buys a dataset, or new management notices that the archive can support another revenue stream. A promise made on the day of collection is worth whatever tomorrow’s law, contract and balance of power make it worth.

This is why “I have nothing to hide” fails even as an argument from self-interest. It assumes the observer interprets correctly, shares your interests and will continue to share them. It also reduces privacy to concealing crimes. A medical conversation, a union meeting, a search for help with abuse or the exploration of an identity needs room precisely because it is legitimate activity conducted inside unequal relations of power.

Archives outlive their context. An innocuous list under one government may become a target map under the next. Location records created for advertising can answer police questions. Workplace data gathered to “improve processes” can choose who gets dismissed. Collecting first and debating uses later grants power in advance.

11:51 PM. Delete the day

Before bed, you can review permissions, block trackers, use encryption and choose less invasive services. You should. Minimisation, end-to-end encryption and local storage reduce the material available for abuse. But no one can configure their individual way out of infrastructure running through work, banking, health, education and government.

Europe’s GDPR and California’s CCPA created useful rights, compelled disclosures and provided a basis for penalties. They also taught many companies to wrap extraction in forms. When the business model depends on knowing and changing behaviour, consent becomes a cost to optimise. A cleaner banner does not settle the conflict.

An alternative means prohibiting some uses, limiting retention by default, giving people real access to inferences and allowing decisions to be challenged. At work, collective bargaining should determine what gets measured and why; notice after the software is installed is not enough. Public procurement can reject opaque systems. And if a firm cannot offer its service without keeping a permanent dossier on every user, perhaps the service is cheap because somebody else is paying in power.

At the end of the day there is no single database containing your whole life. There are pieces in different hands, which is exactly why it is difficult to know who can assemble them. Modern surveillance does not need a perfect eye. It needs enough partial eyes, contracts that join what they see and an institution able to act on the result.

Data is leverage because it reduces uncertainty for whoever already has the power to decide over others. Knowing where you ate breakfast looks trivial; combining it with records held by employers, platforms, brokers and states expands their ability to classify you while you can barely look back. At 7:08, you had merely left home late. By 11:51, several systems had learned from it.
